Classrooms taking shape at Valley Lutheran Waterloo Cedar Falls Courier Officials with Valley Lutheran decided to add elementary grades a year ago after Immanuel Lutheran Church in Waterloo voted to close its grade school. Valley Lutheran High School opened in 2003, adding sixth through eighth grades three years later.
